Are Home Barbecue Propane Cylinders Safe On A Balcony In All Weathers?

I inherited a couple of propane cylinders for my balcony barbecue, and they are always left outside. Are they safe in direct sunlight (only occasional), and can it get so hot or cold that they need to be moved somewhere else?
